My conclusion is that the peripheral (or probably more accurately the bluetooth connection / data stream) goes to sleep/standby, then it takes a period of time to wake up and start communicating again. I use the same model bluetooth mouse with my laptop when I'm mobile and have seen the same behavior, so I am going to say it is not unique to her peripherals or her laptop. This will typically be after she has been not interacting with the machine for several minutes.
